The board of the Kemper Foundation
The board of the Kemper Foundation has 7 members, including representatives in Belgium, France and Senegal, in addition to the Netherlands. As far as possible, the board members have lived and worked in Africa. The board is not remunerated. It meets twice a year.

Strategy
The KS is limited to a number of programs that contribute to the UN Millennium Development Goals and are designed by the founder based on his experiences in collaboration with local experts.
The realization of activities is done by selected local operators, while administration and control is provided by a Senegalese association AMCRE (friends of the learning hostels). with which KS has concluded an agreement. In this way, overhead costs are limited and executive capacity is also built up in Africa.
Procedure
1. Micro-projects that find their place in one of the KS programs are designed and formulated by grassroots stakeholders. They submit an application to AMCRE, which visits the applicant, assesses the application and submits it to the KS with comments.
2. Every autumn the KS board assesses the incoming applications and gives its approval for each application. The amount for donations depends on the resources available at KS and gifts received.
3. AMCRE pre-funds a donation approved by the KS and reclaims the amount with proof of execution. To this end, AMCRE has its own bank account with a limited balance to which KS can transfer its share of the donation.
AMCRE’s own costs for supervising applications and implementing micro-projects also follow this procedure.
